From property tax and tax incremental financing to budgeting and the financial analysis of projects, including public private partnerships, LAC & Associates can provide municipalities, community groups, investors and suppliers with the knowledge and training that they need to make the best financial decisions possible when dealing with City Hall.  LAC & Associates has developed and delivered a detailed training course on the Fundamentals of Municipal Finance which was offered to candidates in the 2010 and 2014 Ontario municipal elections.  This course can also be modified to your particular needs.  LAC & Associates is currently working with the Ontario Society of Professional Engineers to offer this course to companies dealing with or selling to municipalities.  More details can be found at

LAC’s municipal finance training covers topics ranging from: municipal budgeting and different approaches to budgeting; municipal sources of revenue; how to read municipal budgets and financial statements, elements of property taxation, Incremental Tax Financing, Public Private Partnerships and municipal corporations.  The course can be specialized by city and province.

 

This course and/or training material should be of interest to municipal politicians, City workers, community groups, developers, municipal unions and anyone wondering how City Hall works.  Both the course and the course book are available.  Both group and private training is available.


The course book consists of approximately 180 detailed slides, a case study of a municipal bus purchase by the City of Ottawa and a detailed glossary of financial terms used throughout the course and specifically applicable to elements of Municipal finance.  Specific books for the OttawaToronto and Southern Ontario region are currently available.
