Lorne Cutler joined EDC in 1985 where he was responsible for signing loans in excess of $1 billion in India, Central and Eastern Europe and the former-Soviet Union and Africa. In his capacity as Senior Advisor – Africa, Europe and Middle East in EDC’s International Business Development Group, Lorne was primarily responsible for country and sector development strategies, relationship management with Canadian banks and exporters interested in the region, and implementation of financing facilities with financial institutions throughout Africa, Europe and the Middle East. While at EDC, Mr. Cutler also focused on enhancing EDC’s ability to work with municipal and other sub-sovereign governments. Mr. Cutler also helped to guide EDC in developing its Islamic (interest-free) finance capability.
Mr. Cutler has had extensive experience at the municipal level on both a professional and volunteer basis which has resulted in his in-depth knowledge of municipal finance. Mr. Cutler has worked on such projects as a financial review of the Ottawa Lansdowne Live project and a proposed Brampton Sports and Entertainment complex. Lorne has also developed a specialized intensive seminar on municipal finance and has assisted the Citizens Academy of Ottawa in their municipal budget training module. Lorne completed a study of construction and mortgage financing in Russia for CMHC International and has led the development of social finance techniques, including community bonds, social impact bonds and crowdfunding, for the Ottawa Community Loan Fund. For the past four years, Lorne has taught a personal tax course for a major international tax firm and has delivered seminars on Professional Engineering Ethics to foreign trained engineers for the Ontario Society of Professional Engineers. Lorne currently sits on the credit review committee of the Ottawa Community Loan Fund, an Ottawa-based micro-finance institution and the Foundation Board of Jewish Family Services Foundation of Ottawa. As well, Mr. Cutler is the president of his community association and the treasurer of the Federation of Citizens’ Associations of Ottawa.
Mr. Cutler is a Professional Engineer with a Bachelor of Applied Science degree in Chemical Engineering from the University of Toronto. He received his MBA from the Ivey Business School at Western University where he majored in finance and international business.
